Said there was a more recent version so setup could not continue. I tried the advice of while having this message error open, i opened up and went to C drive, went into this file which contained the ie8 installer, and ran it as an admin.
it worked for some people, but not me, as it said something like there was another installation that was going on, so i could not continue.
